APPOINTMENT OF VICE CHANCELLOR

The post of the Vice Chancellor of the University of Ibadan, Ibadan, Nigeria, will become vacant by 01 December, 2020. In accordance with the provisions of the Universities (Miscellaneous Provisions) Decree No. 11 of 1993 (as Amended by Decree No. 25 of 1996) and by the Universities (Miscellaneous Provisions) Act, 1993 (Amendment) Act 2003 and Act 2012, the Governing Council of the University of Ibadan wishes to commence the process of filling the vacancy. Interested candidates are requested to note the following information about the University:

THE UNIVERSITY

Established 72 years ago, the University of Ibadan, UI as it is fondly referred to, is the first University in Nigeria. Until 1962 when it became a full-fledged independent University, it was a College of the University of London in a special relationship scheme. The University, which took off with academic programmes in Arts, Science and Medicine is now a comprehensive citadel of learning with academic programmes in 17 Faculties namely: Arts, Science, Basic Medical Sciences, Clinical Sciences, Agriculture, the Social Sciences, Education, Veterinary Medicine, Pharmacy, Technology, Law, Public Health, Dentistry, Economics and Management Sciences, Renewable Natural Resources, Environmental Design and Management, and Multidisciplinary Studies. The Faculties of the Basic Medical Sciences, Clinical Sciences, Public Health and Dentistry are organized as a College of Medicine. The University has other academic units amongst which are: Institute of Child Health, Institute of Education, Institute of African Studies, Centre for Child Adolescent and Mental Health, Centre for Entrepreneurship and Innovation (CEI), Institute for Advanced Medical Research and Training (IAMRAT), Institute of Cardiovascular Diseases, Centre for Drug Discovery, Development & Production (CDDDP) and Centre for Control & Prevention of Zoonosis (CCPZ). The recently established Infectious Diseases Institute (IDI), School of Business (UISB) and National Institute for Maternal, Child & Neonatal Health ((NIMCNH) have commenced operation.

In keeping pace with the expansion of Postgraduate progammes in the University, the Postgraduate School was restructured to a College in 2018. The Postgraduate College, easily the largest of its type in Sub-Saharan Africa and the flagship of Postgraduate Education in Nigeria, produces the much required human resources for the entire Nigerian University system, the Nigerian public and private sectors and beyond. The University of Ibadan produces an average of 3,500 Masters and 400 Ph.D degree holders annually. The University currently hosts the Pan African University Life & Earth Sciences Institute (including Health and Agriculture) on behalf of the West African Sub-region. This is an initiative of the African Union. The Programme is in its 8th year and has graduated 278 students from all over Africa. The University, as part of its mandate of promoting Nigeria’s development, established a Research Foundation (UIRF).

The Vision of theUniversity is, “to be a world-class institution for academic excellence geared towards meeting societal needs”, therefore, it intends to be ranked among the best Universities world-wide, in keeping with the Mission statement:

▪ To expand the frontiers of knowledge through provision of excellent conditions for learning and research.

▪ To produce graduates who are worthy in character and sound judgment

▪ To contribute to the transformation of society through creativity and innovation

▪ To serve as dynamic custodian of society’s salutary values and thus sustain its integrity

The total student population currently stands at 41,743 and this comprises:

⮚ 18,122 Undergraduates

⮚ 15,024 Postgraduates

⮚ 8,597 Open Distance Learners

There are 15 Halls of Residence which provide accommodation for about 30% of the population of students in the regular studies mode. The University has a total staff strength of 5,339 with 1,212 housing units for both senior and junior staff. The University of Ibadan is, therefore, a truly complex organization. Its governance is based on the Committee System, all the Boards and Committees report to Council and/or Senate. In order to carry out its main functions of teaching, research and community service, the University has been providing to a large extent, basic services like electricity and water supply, security, health facilities and other municipal services to its staff and students.

Staff salaries and emoluments currently are in aggregate of about Thirteen Billion Naira per annum. Through its alumni and alumnae, the University of Ibadan has, in the past seven decades contributed significantly to the political, industrial, economic and cultural development of Nigeria.

THE CANDIDATE

The candidate for the post of Vice Chancellor is required to possess a good University education and should be a proven, successful manager of human and material resources. Specifically, the candidate shall be expected to:

(a) be a highly distinguished scholar of the rank of Professor, with a minimum of ten (10) years experience on that level and demonstrate ability to provide academic and administrative leadership for such a well established institution;

(b) be a person of proven integrity;

(c) be not more than 65 years old as at the date of possible assumption of duty on 01 December, 2020;

(d) command the respect of the national and international academic communities through his/her track record;

(e) strengthen the bridges between staff, students and other members of the University community;

(f) be a person with a clear vision for the development of the University

(g) enjoy excellent physical and mental health;

(h) attract the much-needed funds into the University.

TERMS AND CONDITIONS OF SERVICE APPLICABLE TO THE POST

The Vice Chancellor shall hold office for a single term of five (5) years only on such terms and conditions as may be specified in the letter of appointment.

The remuneration and other conditions of service are as applicable to the post of Vice Chancellor in all Nigerian Federal Universities and as may be determined from time to time by the Government/Governing Council as appropriate.

MODE OF APPLICATION

(i) Each application should be made in 50 copies and be accompanied by 50 copies of the candidate’s curriculum vitae duly signed and dated. The curriculum vitae must contain the candidate’s name in full, date of birth, state of origin, marital status, educational attainment, nationality, professional and academic achievements.

(ii) Each application should include the names and addresses of three referees. Each referee should be contacted by the applicant to forward direct to the Registrar, a confidential report in a properly sealed envelope marked:

Post of Vice Chancellor; Referee’s Report at the top left hand corner of the envelope.

(iii) Each application must be accompanied by 50 copies of statement of the candidate’s Vision for the University in the twenty-first century.

(iv) In the case of candidates identified by the Search Team, the application shall conform to the requirements in (i) to (iii) above, in addition to a letter of consent duly signed by the candidate.

(v) All applications shall be submitted under confidential cover and addressed to:

(vi) The sealed envelope(s) containing the applications should be marked “POST OF VICE CHANCELLOR” at the top left hand corner and forwarded to reach the Registrar within six weeks of this advertisement.
