REPORT OF THE AD-HOC COMMITTEE ON THE REVIEW OF THE GUIDELINES FOR THE APPOINTMENT OF EMERITUS PROFESSORS

1.0 Introduction

At its meeting held on Tuesday, 02 May, 2017, Senate considered the recommendation from the Special Committee for the Appointment of Emeritus Professors and decided among other things, that :

‘Machinery should be set in motion to review the existing guidelines which should be circulated to members for their input before the next nomination process in the 2017/2018 session’’

Consequent upon this decision of Senate, the Deputy Vice-Chancellor (Research, Innovation and Strategic Partnerships), on behalf of the Vice Chancellor set up the Ad-Hoc Committee to carry out the assignment.

2.0 Term of Reference

To seek input from members of the Senate and review the existing guidelines for the appointment of Emeritus Professors

4.0 Methodology

i. Two formal meetings were held on Tuesday, 04 July, 2017 and Wednesday, 02 August,

2017. (Appendix I a and b)

ii. A memo was forwarded to all Deans and Directors of Institutes for their input into the

guidelines. Faculties, Institutes and Centres were then requested to assist in circulating

same to the departments and units under them. (Appendix II)

5.0 Findings and Observations

i. It was observed that the existing guideline is a product of various ammendment ;

ii. It was observed that the existing guideline did not address some important details that

necessitated the current review ;

iii. It was also found out that the functions and expectations from Emeritus Professors were

not clearly indicated ;

iv. Members observed that the numbering of the scoring template did not follow any order ;

v. The Committee observed that in scoring template, there was no provision for assessment

of Inter-personal Relationship within the department ;

vi. Members observed that some Emeritus Professors are not able to perform their duties

because they reside far away from Ibadan ;

vii. It was also observed that the number of serving professors have increased mainly

because of the extension of year of service to 70 years ;

viii. Members observed that only the Department of Arts and Social Science Education

responded to the request for input into review of the guidelines at the expiration of the

deadline on Monday, 17 July, 2017.

6.0 Recommendations

Based on the findings and observations above, members made the following

recommendations :

i. That the following should be clearly factored into the appointmen process of Emeritus

Professors :

a. Character,

b. Academic productivity ;

c. Ability to generate funds for the University ;

d. Active teaching until retirement ;

ii. That for a candidate to be eligible for appointment as Emeritus Professor, he/she must

have retired at the mandatory retiring age ;

iii. That there is need to re-allocate scores to teaching and supervision ;

iv. That there should be provision of enabling environment for Emeritus Professors to

function properly ;

v. That there is need for a review of the performance of the existing Emeritus Professors of

the University of Ibadan ;

vi. Members recommended that the scoring template should be numbered in the Arabic

numerals.

vii. To qualify for the award, a candidate, in addition to fulfilling the criteria must also

score at least 50% in each of i. a-d above.

viii. Find attached the copy of the reviewed guideline document.

appointed members to serve the University in this capacity.

GUIDELINES FOR THE APPOINTMENT OF EMERITUS PROFESSORS

PREAMBLE

The University of Ibadan appreciates the contribution of Emeritus Professors to the enrichment of the life of the University. Since the appointment is for life, it is necessary for the University to specify her expectations of the occupiers of such positions. This should encourage them to fulfil their obligations to the University.

TERMS OF ENGAGEMENT OF EMERITUS PROFESSORS

Departments are encouraged to provide comfortable office space and facilities for teaching and research for Emeritus Professors.

The Postgraduate School should provide remuneration for Emeritus Professors supervising post graduate students at the approved rates.

OBLIGATIONS OF THE UNIVERSITY TO EMERITUS PROFESSORS

Emeritus Professors will be expected to be on ground tooffer leadership in the Department/Faculty by:

· Teaching at least one postgraduate course or teaching special topics in a number of courses.

· Supervising at least one doctoral student or serving on the supervisory committee.

· Giving postgraduate seminar, preferably one in a session.

· Mentoring of younger academics.

· Attracting research grants or collaboration with colleagues nationally and internationally on funded research.

I. PROCEDURE FOR NOMINATION

a) The process should start from candidate’s department and the decision must be unanimous.

b) Each Faculty Board/Board of Institute may take nominations during the first semester of the session.

c) Each Faculty should ensure that applications fully comply with the guidelines and criteria for assessment before forwarding such applications to the Special Committee for the appointment of Emeritus Professors.

d) Nominations shall be forwarded to the Special Committee comprising representatives of Faculties and Institutes.

e) The Vice Chancellor or his delegated authority shall be the Chairman of the Committee

II. CRITERIA FOR AWARD

A. GENERAL

i. The total number of awards shall not exceed 10% of the total number of Professors in the University because: (1) the number of professors is increasing and (2) the length of years for retirement has also increased.

ii. For a candidate to be eligible for appointment as Emeritus Professor, he/she must have retired at the mandatory retiring age.

iii. Only persons who have been Professors for at least 15 years, at least 10 of which must have been spent as a Professor of this University, must be recommended for award.

iv. Appointment of Emeritus Professors shall be made biennially provided there are vacancies.

v. Criteria for appointment shall include supervision and teaching of students especially at the postgraduate level.

vi. Determination of international/learned journals and media should be done by the Faculty, in accordance with the subsisting Appointments and Promotions Guidelines for academic staff.

vii. For a candidate to be eligible for appointment as Emeritus Professor, he/she should be resident in Ibadan or its environ and should be physically present to perform his/her duties and benefits.

B. PUBLICATIONS

i. At least 20% of the candidate’s publications must have been published in

International Journals as defined by the Faculty, using the subsisting

Appointments and Promotions Guidelines for academic staff.

ii. At least 40% of the publications must have been published after the

candidate’s promotion to the grade of Professor.

C. GRANTS/BENEFITS

i. Candidates must have attracted substantial verifiable grants and benefits to the University and/or be involved in research with international collaborators that is beneficial to the University. Candidates should, therefore, support claims with documentations.

ii. Candidates must submit a programme of their future academic activities for the first five (5) years of their appointment including their strategies to attract further grants and benefits to the University.

iii. For appointability, candidates must have a minimum of 70% overall score and they will be ranked for selection purposes. They must also satisfy all the criteria.

GUIDELINES FOR EVALUATING THE CONTRIBUTIONS OF
EMERITUS PROFESSORS

Preamble

The University of Ibadan appreciates the contribution of Emeritus Professors to the enrichment of the life of the University. Since the appointment is for life, it is necessary for the University to specify her expectations of the occupiers of such positions. This should encourage them to fulfil their obligations to the University.

The inaugural meeting of theAd-hoc Committee on the Review of the Guidelines for the Appointment of Emeritus Professor was held on Tuesday, 04 July, 2017 at 11. 00 a. m. in the Senate Chamber.

002/17: Opening:

The Convener,Professor O. G. Ademowo welcomed members to the meeting. He gave the background that gave rise to the current review exercise.He stated that the existing guidelines lacked some necessary details that needed to be included.

003/17: Substantive Agenda:

Review of the Guidelines for the Appointment of Emeritus Professor

Members went through the guidelines together and decided on issues such as mentoring and loyalty to the system, candidate’s productivity in terms of the ability to attract grants to the University and spelling out the functions of an Emeritus Professor in clear terms. Members also decided that it was necessary to provide enabling platform to be able to harvest and challenge them to be more effective. The Committee agreed that it would be necessary to review the performance of the existing Emeritus Professors of the University.

At this juncture, members agreed that there must be input from all departments. To this end, it was agreed upon that a letter should be forwarded to Faculties and Institutes in the University to intimate them with the review process and to request for their inputs and those of the departments under them. The Committee therefore decided to forward a memo in line with the following:

i. Character of the applicant;

ii. Academic productivity;

iii. Relationship with colleagues while in service;

iv. Ability to generate funds for the University;

v. Active teaching while in service.

Members observed that but for a single department (Department of Arts and Social Science

Education,) Faculties and Institutes as well as their departments and units did not respond to

the call for input into the review at the expiration of the deadline on Monday, 17 July, 2017

and thereafter.

Members considered the single submission and continue with the review of the guidelines for the Appointment of Emeritus Professor. resolved that that the second and third criteria (ii): ‘The candidate recommended for award must have attained the statutory retiring age’ and (iii): ‘To be eligible for an award the candidate must have left the service of the University for the appointment’ should be merged. Members requested the Secretary to put together, the observations and recommendations as discussed at both the present and previous meetings. Thereafter, members would peruse and effect necessary corrections.

Consequent upon the decision of Senate on Tuesday, 02 May, 2017 that machinerybe set in motion to review the existing guidelines for the appointment of Emeritus Professor, the Deputy Vice-Chancellor (Research, Innovation and Strategic Partnerships) decided to set up the above-named committee to carry out the assignment.

At its meeting on Tuesday, 04 July, 2017, members of the Committee agreed to circulate the document to Faculties for onwards circulation to Departments for the input of Deans/Directors of Institutes and Heads of Department/Units.

Faculties/Institutes should kindly assist in circulating (the attached) to departments/units under them, collect and forward to the Office of the Deputy Vice-Chancellor (RI&SP) on or by close of work on Friday, 14 July, 2017.
