OPEN EDUCATIONAL RESOURCES (OER) CALL FOR SUBMISSION – NUC DIRECTIVE AND IMPLICATION FOR UNIVERSITY OF IBADAN
The world is warming up to Open Educational Resources (OER) as a means of advancing the world’s educational standard. Nigeria has retinue of educational resources that are not showcased globally for sundry reasons, and as we speak, no West African country is visible on the World OER Map. The Nigerian University System Open Education Resources (NUSOER) launched on August 21, 2017 by the National Universities Commission (NUC) is to serve as repository for all open education resources held by all universities in Nigeria. The NUC has therefore directed that all Nigerian universities should be ranked by the strength of their online Educational Resources (OER).
What is OER?
Open Educational Resources (OERs) according to UNESCO, are any type of educational materials that are in the public domain or introduced with an open license. The nature of these open materials means that anyone can legally and freely copy, use, adapt and re-share them. OERs range from textbooks to curricula, syllabi, lecture notes, assignments, tests, projects, audio, video and animation.
Why should we care?
- Free information is a fundamental human right, and OERs make it possible for people of all ages and backgrounds to learn more about the world around them and access the tools they need to improve their lives and livelihoods.
- As a nation, there is a need to move from Consumer to Producer of knowledge and innovation that contributes to global development.
- As a premier center of Excellence, University of Ibadan going by her wealth of intellectual capacities and capabilities is well positioned to become the trailblazer in OER development in Nigeria
- Concerted development of OER would improve the visibility stature of Ibadan and thereby increase the University's ranking in Africa and the world.
- Staff and students of the University are better equipped as lifelong learners and as direct beneficiaries of resources that will now be in public domain
What should we do now?
I enjoin you to consciously develop more OER materials in course of teaching and research. This is one of the ways by which we can always meet global standards while challenging local excellence. The following materials categories by the NUC as OER are to be submitted for collation and presentation by a team for hosting on the website not later than Friday 27 October 2017.

- Full Text Non-Copyrighted Lecture notes (classroom lectures, faculty lectures, public lectures and inaugural lectures)
- Full Text Non-Copyrighted Journal Articles
- Full Text Non-Copyrighted videos of lectures
- Full Text Non-Copyrighted Reports, Thesis and Dissertations
- Full Text Non-Copyrighted Courseware in different formats
- Other varieties of OER (podcasts, audios, maps, manuals etc.)

The first Ranking exercise is on 01 November 2017. Submission should therefore be made on CDs by individuals, Units, Departments, Faculties, Directorates and centres to the Office of DVC-RISP and by email to oer@ui.edu.ng, dvcrisp@mail.ui.edu.ng, olanikeadeyemo@hotmail.com, jokotolas@yahoo.com on or before Friday 27 October 2017.
